In a non-secular state, the state favors a particular religion.
A secular state will not favor any particular religion but will accept all religions equally. India is a 'secular country' and every citizen is at liberty to practice their own religion. There are no restrictions.
But, in a non-secular state, the citizens are not free to practice a religion of their choice. They will have to follow the law that the 'state' states.
