first draw a circle of radius 4cm
then you draw pair of tangents outside to circle with 70°
in the center it is 110° it will be exact
Steps of Construction-
a.) Taking 4 cm dimension of scale (or Radius) draw a circle of radius.
b.) Take a point A on the circle and join OA
c.) Make an angle 70° with the radius OA on vertex O and join OB
d.) Taking OA and OB as base and A and B as vertex, draw perpendiculars XT and YT
e.) These perpendiculars intersects at T
XT and YT are the required tangents.

i.e. ∠ APB = 70°
Since the angle at center is double the angle between tangents

2. Now, take a point A on the circle and join OA.

6. A point where the lines from A and B intersect mark it as P.
Now, PA and PB are the required tangents inclined at angle 70° as shown in the figure.
I don't think the angle would be made bcoz130° cannot be made inside the circle...if I am not wrong...Ok so try to make 130° inside the circle and then tangents to the circle meeting externally !!
